Democratic participation is organised notably around neighbourhood councils. However in the three cities of Paris, Lyon and Marseille (which have a specific legal statute) the situation is different and will remain so following new legislation on local democracy. At Lyon, the creation of these councils, after 1995, in one of the three districts captured by the Left (the 8th "arrondissement" has had both political and geographical consequences. First, it represented a new form of local management for Lyon's population. Second, it aimed to establish a political presence, competing with locally based associations. La démocratie participative s'organise notamment autour des Conseils de quartier. Toutefois, dans les villes à statut PLM (Paris, Lyon et Marseille), la situation s'avère différente ; elle le restera même après le vote de la loi sur la démocratie de proximité. Or, la mise en place de ces Conseils de quartier dès 1995 dans un des trois arrondissements conquis par la gauche, le 8e, a constitué une démarche doublement politique et géographique : tout d'abord, elle fut une nouvelle gestion de l'espace de vie quotidien des Lyonnais mais elle a été, également, réalisée dans une optique d'assise électorale et de concurrence, politique, à un réseau associatif territorialisé. Le nouveau mandat municipal ne changera ni les formes de l'action, ni les enjeux.
