    The thought and work of Luis Ramiro Beltran were relevant to mark a turningpoint to the diffusionists theories from US that were incorporated into the strategies of development cooperation . His critical analysis raised the importance of public policies in communication and lit a time of democratic utopias that allowed the preparation of the Report of the MacBride Commission. Put into context the work of Beltran and his Latin American contemporaries means, above all, claiming rebellion and critical capacity , and understanding the new challenges , do it with the generosity to understand that the bet can not remain development. The model has failed because at no time pursued redistribute wealth and preserve the finite limits of the planet we inhabit, securing it to future generations. Communication routes out today requires the development of validation from other sources epistemological invisible by commercial and colonial interests. Beltran formulated some of them in his critique to development and its demand for a Comunicology of Liberation.

    Poner en contexto el trabajo de Beltrán y sus coetáneos latinoamericanos significa ante todo reivindicar la rebeldía y la capacidad crítica, y entendiendo los nuevos desafíos, hacerlo con la generosidad de que la apuesta no puede seguir siendo el desarrollo, el modelo ha fracasado porque en ningún momento persiguió distribuir la riqueza y preservar los límites de la finitud del planeta que habitamos asegurándolo a futuras generaciones. La comunicación exige hoy rutas para salir del desarrollo desde la validación de otras fuentes epistemológicas invisibiliadas por intereses mercantiles y coloniales. Algunas de ellas las alumbró Beltrán en su crítica al desarrollismo y su reivindicación de una Comunicología de la Liberación.
