Resumen de Planeamento e desenvolvimento turístico: uma análise da Chapada Diamantina

  O planeamento é uma atividade essencial para o turismo sustentável. No Brasil, as decisões estratégicas da atividade são tomadas pelo Ministério do Turismo, órgão responsável por estabelecer a Política Nacional de Turismo (PNT) e os respetivos programas e projetos. Neste trabalho propõe-se analisar a descentralização turística do Brasil, sob a ótica do PNT 2003/2007, e a correspondência entre o que foi planeado ao nível nacional, e a realidade da atividade ao nível local, na Chapada Diamantina - Bahia. O objetivo é descobrir quais os principais entraves sofridos pela região no que diz respeito à implantação das diretrizes nacionais do planeamento turístico. A investigação foi realizada com a análise dos principais projetos nacionais de turismo, e com a realização de entrevistas aos órgãos públicos locais para estabelecer uma correspondência entre as diretrizes nacionais e a realidade do turismo ao nível local.A investigação resultou na confirmação da hipótese de que, apesar dos programas turísticos nacionais apresentarem preocupações com a qualidade e sustentabilidade da atividade turística, acabam por não atingir os objetivos propostos, dado que, ao nível local, as ações não são postas em prática de forma adequada.

  Planning is an essential activity for the tourism sustainable development. In Brazil, the strategic decisions concerning the activity are taken on a national level bythe Ministry of Tourism.This organ isresponsible for the establishment of the National Tourism Policy (PNT) and the correspondent means by which this policy is applied. Therefore, it is the aim of this analysis to study the touristic decentralization of Brazil, according to the PNT 2003-2007, and the link between what is planned on a national level and the reality of the touristic activity in the Chapada Diamantina.This analysis is made with the purpose of finding the main difficultiessuffered bythe region (Chapada Diamantina) in whatconcerns to the implementation of the national guidelines for the touristic planning activities.The investigation was performed with the analysis of the major national projects in tourism and through interviews made to the local public organs, in order to establish the correspondence between the national guidelines and the local touristic reality.The survey resulted in the confirmation of the hypothesis that, despite the national touristic programs present concerns about the quality and sustainability of tourism, they will ultimately not achieve their objectives because, at the local level, actions are not properly implemented.
