This paper focuses on the analysis and review of an imperial constitution promulgated in 450 by emperor Valentinian III, concerning the navicularii amnici. Indeed, the legislature intended to enact various provisions in favor of said corporation shippers to favor their precarious situation, both as regards human resources as material means. The act introduces innovation continued use of private owners that supported the munus for a trip to the year in relation to transport of species to supply the capital, Rome.
