La calidad y seguridad industrial en España

    Durante tres décadas, y tras la entrada de España en la UE, se ha desarrollado todo un marco reglamentario, estable pero evolutivo, que ha permitido crear las condiciones y estructuras para tener rigurosas condiciones de seguridad de productos e instalaciones industriales, así como todas las actividades necesarias para su certificación y control. Este desarrollo ha sido posible, entre otros agentes, por la labor de impulso y de coordinación del Ministerio de Industria, Energía y Turismo y en su seno, de la Secretaría General de Industria y PYME, quien a través de la Dirección General de Industria y PYME, y dentro de dicho Centro Directivo, de la Subdirección General de Calidad y Seguridad Industrial, una de las unidades de solera del departamento. Por otra parte se ha desarrollado una infraestructura de calidad que cuenta, a nivel estatal, con una entidad de normalización (AENOR) y una entidad de acreditación (ENAC) con reconocido prestigio a nivel mundial.

    En este artículo, en la primera parte, se enumera la reglamentación aplicable a productos e instalaciones industriales, además de explicar el papel que las normas y el sistema de acreditación juega en la seguridad industrial y el factor de competitividad que esto supone para nuestro tejido industrial, y, en la segunda, se describe el papel institucional de las Administraciones públicas, especialmente del Ministerio y, en su seno, de la citada Subdirección. El objetivo del artículo, es ser una referencia descriptiva del marco reglamentario actual así como del papel del Estado en este proceso.

    For three decades, and after the entry of Spain into the EU, it has been developed a regulatory, stable but evolving, framework that has allowed to create the conditions and structures to have stringent safety conditions of products and manufacturing facilities, as well as all the activities necessary for their certification and control. This development has been possible, among others, by the work of impulse and coordination of the Ministry of industry, Energy and Tourism, and particulary of the quality and Industrial safety subdirectorate. On the other hand it has been developed a quality infrastructure that has, at the State level, with a standardisation (AENOR) entity and an accreditation body (ENAC) with recognized prestige around the world.

    In this article, in the first part, a list the regulations which apply to products and manufacturing facilities is shown, as well as explain the role played by standards and accreditation system in industrial safety and the factor of competitiveness that this entails for our industrial sector, and, in the second part, the institutional role of the Ministry and, the aforementioned Subdirectorate, is described.

    The aim of the article is to be a descriptive reference of the current regulatory framework as well as the role of the State in this process.
