Resumen de The Public Sphere and Normalization of Minority Languages. An Analysis of Basque Television in Light of Other Experiences in Europe

  Les televisions en llengües minoritàriessón, sovint, les úniques televisionsque tenen com a objectiu primordialel territori de la llengua. Això significa que poden ser vistes no tan sols coma instruments de normalització lingüística,sinó també com a mitjà pera la construcció d’una esfera públicaque englobi el conjunt de la poblaciód’aquest territori. En els casos en quèla comunitat lingüística és una minoriadins d’aquesta població, pot sorgir elproblema de com servir a la construcciód’una esfera pública en una llengua que només és parlada per una minoria.Una anàlisi dels casos d’Escòcia,Gal·les i Finlàndia ens mostra com es desenvolupen estratègies que permetina la televisió en llengua minoritària obrir-se cap a la comunitat territorial. En el cas basc, però, s’ha optat per unmodel dual segons el qual l’objectiulingüístic és cobert en la llengua minoritària,mentre que l’objectiu de construiruna esfera pública és afrontat en la llengua majoritària. Com a resultat, podem afirmar que la llengua minoritàriasurt certament perjudicada per aquest model, en ser condemnada a una situació de diglòssia.

  Television channels in minority languagesare frequently the only televisionchannels specifically targeting the wholepopulation of the territory in whichthat language survives. This meansthat they can be seen not only as toolsfor linguistic normalization, but alsoas means for the building of a publicsphere open to the whole population.In cases where the linguistic communityis a minority within the whole population,the problem of how to deal withthe building of the public sphere in alanguage that is spoken by only a partof the population may arise. An analysisof the cases of Scotland, Wales and Finlandshows us that minority languagetelevision can develop strategies thatwill enable them to be accessible tothe whole territorial community. In thecase of the Basque Country, however,the approach has been a dual modelaccording to which broadcasting in theminority language is used to fulfill linguisticgoals, and broadcasting in the mainstream language is used for thebuilding of the public sphere. As a result,the model is certainly damagingfor the minority language, since it iscondemned to a situation of diglossia.
