    El trabajo realiza un recorrido sobre el desarrollo de las formas de organización político-administrativa que se van gestando en el contexto histórico de la revolución cubana y su interrelación con la comunidad. Realiza un balance sobre los principales impactos que ocurren en las comunidades en la construcción de un nuevo modelo de sociedad. Al mismo tiempo se analizan críticamente los errores y concepciones que se promueven hacia la comunidad. Posteriormente se destaca la importancia de la comunidad como alternativa a la crisis que se produce en el contexto cubano de los noventa, a partir de la conjugación de tres factores: caída de campo socialista, recrudecimiento del bloque de EEUU y la emergencia una crisis estructural. Se establecen algunos apuntes de las experiencias en trabajo social comunitario como alternativas a la crisis en el medio urbano de la capital cubana. Finalmente se exponen las limitaciones institucionales y que el propio sistema favorece a estas novedosas prácticas participativas.

    This paper looks at the development of forms of political and administrative organization within the historical context of the Cuban revolution and the relationship of these forms with the community. It takes stock of the main effects that the construction of a new model of society may have on communities. At the same time, it offers a critical analysis of the errors made and the conceptions endorsed to the community. Subsequently, it highlights the importance of the community as an alternative to the crisis occurring in Cuba in the 1990s due to the conjugation of three factors: the fall of socialism, the intensification of the U.S. embargo, and the emergence of a structural crisis. It then explores some experiences in community social work as alternatives to the crisis in urban settings in Cuba’s capital city. Finally, it discusses institutional limitations and how the system itself seems to favour the new participatory practices.
