During the second half of 19th century, the decline of the national guard and the growth of municipal police and gendarmerie gave the impression that the police has become exclusively a professional job. However, as we can understand by reading the press or the judicial and administrative records, the citizens of towns and countries still assisted the police in order to maintain public order. The purpose of this paper is, on the one hand, to measure, as much as possible, the reality of these informal practices of co-operation with the police and, on the other hand, to examine the transformations of this “citizen-policeman”. Born as a civic and republican model, this practice reappeared during the security crisis of the late 19th century, but it was progressively challenged and unpopular.
Dans la France de la seconde moitié du XIXe siècle, la disparition de la garde nationale et la montée en puissance des forces de l’ordre professionnelles donnent l’impression que la police est devenue une affaire de spécialistes. Les habitants des villes et des campagnes continuent cependant à lui apporter leur indispensable concours, comme le confirment tant l’analyse des archives administratives et judiciaires que la lecture des représentations médiatiques. Mêlant l’étude des actes et des discours, cet article cherche à prendre la mesure de ces pratiques informelles de collaboration et à interroger plus globalement les transformations de l’imaginaire ambivalent du «citoyen-policier». Héritée des modèles civiques républicains, cette figure retrouve vie dans le contexte de la crise sécuritaire de la fin du siècle, mais elle est de plus en plus contestée et disqualifiée.
In der zweiten Hälfte des 19. Jahrhunderts vermittelte in Frankreich das Verschwinden der Nationalgarde und der Aufstieg professioneller Sicherheitskräfte den Eindruck, dass die Polizei zu einer Angelegenheit für Spezialisten geworden wäre. Die Stadt- und Landbewohner sicherten ihr jedoch weiterhin ihre unverzichtbare Unterstützung zu, wie die Analyse der Verwaltungs- und Justizarchive sowie der Presse zeigt. Gestützt auf eine Analyse der Handlungen und Diskurse macht dieser Artikel das Ausmaß dieser informellen Praktiken der Zusammenarbeit deutlich und fragt nach den Wandlungen der ambivalenten Vorstellung eines « Bürger-Polizisten ». Entstanden aus den republikanischen, staatsbürgerlichen Modellen, lebt diese Figur im Kontext der Sicherheitskrise am Ende des Jahrhunderts wieder auf, wird aber zunehmend in Frage gestellt und abqualifiziert.
