    El trabajo está dividido en dos grandes capítulos.I. Globalización. Se estudian aquí:1. Las generalidades del concepto.2. La gente, generalmente, trata la materia como una simple noción de sentido común.3. La acción y la función de las empresas transnacionales (ETN), eje alrededor del cual gira la globalización y cómo se han constituido en el elemento globalizador por excelencia.4. Concepto de globalización y política internacional. A este concepto se llega con fundamento en los libros del profesor de origen portugués Boaventura de Sousa Santos y del teórico y el político inglés Anthony Giddens.El concepto sería comprensivo de: localismo globalizado; globalismo localizado; cosmopolitismo, y la herencia común de la humanidad.II. Proteccionismo y librecambioEste capítulo le da nombre al trabajo. Se estudian comparativamente en él la composición orgánica del capital de acuerdo con la teoría económica vulgar y la composición orgánica del capital en la teoría clásica. El análisis de la llamada teoría económica o librecambio puede decirnos lo perjudicial que puede ser para las economías periféricas. Estudia la afectación de los factores agrícolas, materias primas y productos industriales.III. Breve recuento histórico del proteccionismo frente al librecambioEn este último capítulo se expone la aplicabilidad histórica de las nociones y de los conceptos atrás estudiados.

    This paper is divided into two major chapters.I. Globalization. Topics studied here:1. Generalities of the concept.2. People generally addresses the subject as a simple notion of common sense.3. Actions and functions of transnational enterprises (ETN), the axis around which globalization circles and how they have constituted into the globalizing element par excellence.4. The concept of Globalization and International Politics. This concept is approached with the arguments in the books of the Portuguese Professor, Boaventura de Sousa Santos, and the English theoretician, Anthony Giddens.The concept would be comprehensive of: globalized localism; localized globalism; cosmopolitanism, and the common heritage of humanity.II. Protectionism and Free Trade. This chapter gives ñame to the paper. In it, the organic composition of capital according to the vulgar economical theory and the organic composition of capital in the classical theory are studied in a comparative manner. The analysis of the so-called open economy or free trade can tell us how detrimental it can be for the peripheral economies. It studies the affectation of the agricultural factors, raw materials, and industrial products,III. A Brief histórica! recount of protectionism versus Free Trade. In this last chapter, the historical applicability of the afore-studied notions and concepts are expounded.
