The Special Tourism Management Plan of Camagüey city (2005) was the most important effort in order to manage the urban heritage rehabilitation through the tourism vision at that time in Camagüey City. It focuses attention on the most valuable area, the historical centre, where the most important tangible and intangible tourism attractions were systematized and established a spatial connection between them, this work permitted to clearly delimit the interest area for tourism and to define its hierarchical organization. Also approached to important subjects such as lodging potentials, road conflicts solutions related to tourism, and land use assessment, besides this Plan evaluated carrying capacity and designed the first stage proceedings.
This paper looks at the particular management process that this Plan and a group of administrative, politic, and public structures promoted between 2006-2008 period.
