It is well known that historic centres house communities of a great physical and social coherence who carry a historic memory, an identity and a traditional knowledge.
Within the rehabilitation process of these centres, urban management has achieved a leading role due to the fact that its efficiency greatly determines the materialization of their plans and projects. With this aim, it is required to have a management model that takes profit of the endogenous resources and promotes participation and self-management by the community, local governments and stakeholders.
The achievements gotten by the Cuban historic centres have produced a positive change, introducing new dynamics within the heritage management and the local involvement.
One determinant factor has been the high capacity of the local technical teams and the collaboration of universities on training and research.
