Resumen
The Historical Center of the city of Camaguey declared Cultural Patrimony of the Humanity from the 2008 requires special treatments for the preservation of its exceptional values, constituting its Plan of Handling a vital piece for the conduction of the urban planning according to the foreseen temporary horizons. Their design, elaboration and implementation, they surpassed the traditional limits of performance, assuming those of social dynamizer in this valuable space of the city with the civic participation as key factor. The urban formulations carried out in him, have characteristic not conventional, at the same time, they determined the way of driving the processes and of executing the tasks. Their implementation in the first stage (2007-2014) it allowed a more integral handling of the area, with approaches of flexibility and consent in the monitory and control, strategic alliances in the administration and the involved actors' shared responsibilities, becoming government's effective too.
