Apoyo a la financiación de PYMES: el reafianzamiento de CERSA a los sistemas regionales de garantías

    En nuestro país el sistema de garantías se desarrolla fundamentalmente a nivel regional. Así, cada una de las Comunidades Autónomas (CCAA) dispone de una o más sociedades de garantías (SGR) que operan en su territorio, y las apoya de distinta manera, tanto en la cuantía de recursos que suministra al sistema como en la forma de canalizarlos. Sin embargo, el reafianzamiento recibido por las sociedades es de carácter nacional, a través de la Compañía estatal de reafianzamiento, CERSA, que apoya directamente a las SGR en función de las operaciones que realizan. El objetivo de este trabajo es analizar el impacto que tiene en las SGR el reafianzamiento que reciben a través de CERSA, así como el grado de utilización que cada CCAA hace de este instrumento de apoyo estatal para facilitar la financiación a las PYME.

    In our country, the guarantee system is developed primarily at a regional level. Thus, Autonomous Communities offer different kind of support to the guarantee societies (SGRs) operating in their territories, both in the amount of resources supplied to their systems as in the form of channeling them to the SGRs. However, the counter-guarantee systemis operated at a national level, through the Refinancing State Company, CERSA, which directly supports SGR depending on the intensity of their activity. The aim of this paper is to analyze the impact that the counterguarantees provided by CERSA have on the SGRs, as well as the degree of utilization that each CCAAmakes of this instrument of state support to facilitate financing to SMEs
