    • In exercising their growing powers, the myriad specialized global regulatory bodies tend systematically to disregard the interest and concerns of less powerful groups and individuals, causing them significant harms and deprivations.

      Important gaps in global regulation also leave the disregarded without vital protections.

      The article presents a new analytical taxonomy of governance mechanisms— decision rules, accountability mechanisms, and other regard-promoting measures—to diagnose the institutional roots of these injustices and provide a conceptual platform for global governance reform.
