Resumen de Los signos principales del Proceso Electoral del 2004 en Veracruz

  El autor estudia el pasado proceso electoral del mes de septiembre del año 2004 en Veracruz, donde fueron elegidos Presidentes Municipales, Diputados Locales y Gobernador del Estado. Un rasgo importante en estos comicios, fue también la presencia del voto diferenciado con dos efectos bien marcados.

  Por un lado, dentro del actuar del Congreso trajo consigo un cambio en el sistema de partido, pues pasa de ser de un modelo Bipartidista a uno Pluralista moderado, cuya característica más sobresaliente, reside que al interior del Legislativo ningún partido obtiene mayoría por sí solo, sino que sus acuerdos son tomados por el consenso de todos. Por el otro lado, dio margen a la presencia de un Gobierno Dividido, cuyo significado en Ciencia Política estriba que un partido domina el Poder Ejecutivo y otro partido manda en el Poder Legislativo.

  Estos rasgos sin duda hacer notar un avance significativo en el sistema democrático que vivimos en Veracruz.

  The author studies the September 2004 elections in Veracruz, when the Municipal Presidents, the Local Deputies and the State Governor were chosen.

  One important feature of these elections was the presence of the differentiated vote, with two marked effects.

  On one hand, this electoral behavior -a product of the use of the differentiated votehad two fundamental signs within the political regime of Veracruz. Firstly, within the operation of the congress, there was a change in the party system; it went from a two-party system to a moderate multi-party system, whose most outstanding characteristic is that within the Legislature, no party obtains its own majority, the decisions are made by a consensus of everyone. Secondly, it brought about a Divided Government, whose significance in terms of Political Science means that one party dominates the Executive and another is in charge of the Legislature.

  Without a doubt, these features draw attention to a significant advance in the democratic system in which we live in Veracruz.
