    El siguiente ensayo, pretende cuestionar las facultades constitucionales del Congreso de la Unión para emitir la Ley aduanera vigente, que tiene por objeto regular la entrada y salida de mercancías de territorio nacional y de los medios en que se transportan o conducen, el despacho aduanero y los actos o hechos que deriven de éste o de dicha entrada o salida. En ese mismo entorno, la facultad reglamentaria del Ejecutivo para la emisión de distintas disposiciones en materia aduanera.

    This essay, pretends to question the constitutional abilities of the Federal Congress to emit the effective customs Law, which has the objective to regulate incoming and outgoing merchandises from national territory and the means by which they are transported or conducted, the customs office and the actions or facts that derive from it or from said entrance or exit. In that same subject, the prescribed ability of the Executive to emit different dispositions in customs matter.
