  La integración de España en la Unión Europea hubiera requerido hace años una reforma de la Constitución. La Unión Europea ha supuesto para España modernización y prosperidad. Y esta realidad debería haberse incluido en el texto de la Constitución desde hace tiempo. La reforma constitucional de septiembre de 2011 es una "oportunidad perdida" para haber incluido alguna referencia al objetivo de cohesión social y territorial que persigue la Unión Europea, en un contexto de consecución de los fines propios del Estado social dentro del modelo social europeo, entre los que se ha de incluir el objetivo de fomentar la cohesión económica, social y territorial, así como la solidaridad, en el marco referencial europeo.

  The integration of Spain into the European Union would have required to reform the Constitution some years ago. The European Union has brought modernization and prosperity to Spain. And this matter should have been included in the text of the Constitution The constitutional amendment of September 2011 is a "missed opportunity" to have included some references to the objective of social and territorial cohesion pursued by the European Union in the context of achieving the aims of the Welfare State within the European social model. It includes the objective of promoting economic, social and territorial cohesion and solidarity in Europe.
