Resumen de ST INDEX: propuesta de un índice sintético global para la medición del desarrollo turístico sostenible

  Este trabajo establece las bases metodológicas para el diseño de un índice sintético global para la medición del desarrollo turístico sostenible, que se denominará ST INDEX. El cálculo de este índice responderá a la cuádruple dimensión de la sostenibilidad y facilita el seguimiento y control de resultados de las políticas de fomento del turismo sostenible, a la vez que sirve de elemento de medición de la convergencia entre distintos destinos turísticos, que dispondrán, además, de un conocimiento más profundo sobre los elementos que condicionan su capacidad competitiva en los mercados. La elaboración de índices sintéticos de desarrollo sostenible es una propuesta aún muy reciente, por lo que las aportaciones teóricas son todavía muy escasas. En el caso del turismo sostenible, por el momento no se ha producido ningún avance, por lo que la investigación que se plantea en esta propuesta tiene un carácter de exclusivamente novedosa, teniendo como referente el Monitor de Competitividad Turística del WTTC, la aportación al World Economic Forum (WEF) de los grupos de trabajo de las Universidades de Yale y de Columbia, que han diseñado el Environmental Sustainability Index (ESI) y, para el caso de España, el trabajo realizado por un equipo de investigadores de la Universidad de A Coruña para el diseño de un Índice Sintético de Desarrollo Sostenible (Synthetic Index of Sustainable Development, o SISD), que han aplicado al análisis del desarrollo sostenible de las Comunidades Autónomas con buen resultado.

  This paper establishes the methodological bases for the design of a global synthetic index for the measurement of the sustainable tourism development. This index will be denominated ST INDEX. The calculation of this index will respond to the quadruple dimension of the sustainability and it facilitates the monitoring and control of results of the development policies of the sustainable tourism, at the same time it also serves as element of measurement of the convergence among different tourism destinations that will prepare of a deeper knowledge on the elements that condition its competitiveness in the markets.

  The elaboration of synthetic indexes of sustainable development is a very recent proposal, for what the theoretical contributions are still very scarce. In the case of the sustainable tourism, at the moment any advance has not taken place, for what the issue that we propose in this paper has a character of exclusively novel, having as relating the Tourism Competitiveness Monitor to the WTTC, the contribution to the World Economic Forum (WEF) of the groups of work of the Universities of Yale and of Columbia that the Environmental Sustainability Index has designed (ESI) and, for the case of Spain, the work carried out by a team of researchers of the University of A Coruña for the design of a Synthetic Index of Sustainable Development (SISD) that have applied to the analysis of the sustainable development of the Autonomous Communities with good result.
