    • The main goal is to propose a methodological technique entitled "expansion of the operating touristic skills" or "expansion of the market for tourist agency" and grant the construction of a new paradigm which is called human tourism. The concept is possible through the opportunity provided by the scientific method over the empirical logics of analyzing the theory and methodology of human development. Therefore it is concluded that its perspective, is valid and appropriate to study the touristic reality. Thus the failure of small and medium-sized enterprises (SMEs) is explained for they stand in the traditional model of positive rational, functionalist economy. In both theory and practical terms, the expansion of the functional touristic capacities should convert in the principal technique so that the travel agencies (SMEs) can thrive in the tourist market, generating profits and consequently promoting the individual and collective wellbeing.
