En este artículo el autor presenta un breve diagnóstico sobre los peligros que acechan al hombre. Algunos provienen de la naturaleza y otros de la convivencia humana. Las instituciones creadas por el Estado sirven para hacer frente a estos últimos; sin embargo, cuando esa protección se vuelve abrumadora y sofocante, en vez de dar seguridad a las personas y a sus bienes, se convierte en factores de inseguridad y se tornan inútiles y peligrosos, por los daños colaterales que generan, como es la muerte de inocentes en la lucha sin cuartel contra el tráfico de estupefacientes. La solución propuesta consiste en dar el lugar que corresponde a la autoridad civil, tener bajo control la represión e invertir más en la prevención del delito y la delincuencia, sobre todo la organizada, que parece haber rebasado en nuestros días el Derecho y las instituciones del Estado.

In this article the author diagnoses the dangers that threaten the human being. Some of them emerge from the nature and others from the society. The institutions created by the State are useful to fight against these perils, but, when the protection becomes a burden, instead of giving security to a person and its belongins, the security turns into insecurity in the same proportion of the collateral damages originated. The solution to the problem should be the capacity of the State to control in reasonable terms the institutional repression and to invest more efforts on criminal prevention most of all in fighting the organiced crime which seems for the moment to be stronger than official institutions.
