La caída del poder local avilacamachista, en 1973, y la desaparición de su control sobre la configuración del servicio, revela la dimensión política de la gestión del agua potable en México, a través de un proceso de constante reconfiguración de actores en torno a su prestación, moviéndose entre escala local y nacional. Tras las cuatro décadas de los ingenieros Feldmann -padre e hijo- en el servicio municipal, los sucederán trianualmente los universitarios hasta el año de la descentralización municipal, 1983, cuando un recién ex Senador lo dirigirá a través de un ex funcionario federal. Un Comité de notables locales los sustituye en 1988, sin embargo, la reconfiguración local termina en 1994, año en que el gobernador, y aspirante a la presidencia de la República, se pone a la cabeza del servicio. Dicho acto, contra el texto constitucional, es convalidado por la mayoría de ministros de la Suprema Corte.

The fall of the avilacamachista local power, in 1973, and the disappearance of its control on the configuration of the service, reveal the political dimension of the management of the potable water in Mexico, through a process of constant reconfiguration of actors around its supply, moving between local and national scale. After the four decades of Feldmann engineers - father and son - in the municipal service, will triannually succeeds by the local university engineers, until the year of the municipal decentralization, 1983, when just an ex- Senator directs it through an ex- federal employee. A Committee of local notables replaces them in 1988, nevertheless, the local reconfiguration finishes in 1994, year in which the governor, and aspiring to the presidency of the Republic, takes the lead of the service. This act, against the constitutional text, is confirmed by most of ministers of the Supreme Court.
