  La evolución del sistema sanitario en Europa y en España ha sido muy intensa. Europa preconiza la aplicación del principio de subsidiaridad en este sector, con modulaciones. El personal sanitario resulta clave. La denominación personal estatutario responde a la tradición y a la realidad. Vertebra los distintos grupos profesionales, cuyo régimen jurídico se ha refundido con el paso del tiempo. El estudio del concepto, y de su naturaleza, es el objeto del presente trabajo.

  The evolution of the health system in Europe, and particularly in Spain, has been a profound one. Europe calls for the application of the principle of subsidiarity in this sector, but with modulations. The medical staff is essential. The term “statutory staff” responds to tradition and reality, and these distinctions support professional groups whose legal systems have been merged with the passing of time. The study of this concept and its nature is the subject of this paper.
