Oppressive pressure of taxation on private or public lands, shortage of manpower and devastating pillages by Germanics are some causes of abandoned lands. With regard to laws in the codes of V - VI c. A.D. about agri deserti, the titles of fifth book of the Theodosian Code are extremely full of lacunae and transmitted by the Codex repetitae praelectionis, whose texts are not ever reliable. However, it is possible to say that regulations of agri deserti in the Codes aim to bind owners to their lands, both through expropriation and through privileges to whom will cultivate abandoned lands.
