    Classifying disabilities: issues and controversiesThis article analyses changing conceptions of disability through a discussion of the two disability classifications published by the World Health Organisation (WHO) and the Handicap Production Process (HPP) (1988-1998) that paved the way for the shift from the International Classification of Impairments, Disabilities and Handicaps (ICIDH) (1980) to the International Classification of Functioning, Disability and Health (ICF) (2001). The two WHO classification systems are based on distinct theoretical approaches that evolved from the biological and individualised view of disabilities produced by the International Classification of Diseases (ICD) to a social approach incorporating the idea of human rights. The theoretical foundations of these classifications imply consequences for society that should be considered, in our view, because they contribute, in particular, to the changing standards of reference used to define disabilities.

    Dans cet article, nous analyserons l’évolution de la notion de handicap en s’intéressant aux deux classifications publiées par l’Organisation mondiale de la santé (OMS), et au processus de production du handicap (1988-1998) qui a facilité la transformation de la classification internationale du handicap (1980) vers la classification internationale du fonctionnement (2001). Ces deux classifications s’appuient sur des approches théoriques distinctes passant d’une vision biologique et individuelle du handicap issue de la classification internationale des maladies à une vision sociale intégrant les droits de l’homme. L’ancrage théorique de ces classifications implique des conséquences sociétales qu’il nous paraît intéressant de prendre en compte parce qu’elles participent en particulier à l’évolution des normes de référence permettant de définir le handicap.
