    En la primera década del siglo XXI se pone de relieve el importante desarrollo de innovaciones democráticas en el ámbito local. Sin duda, la más emblemática es el Presupuesto Participativo, proceso a través del cual los ciudadanos tienen oportunidad de decidir de forma directa sobre el destino de una parte del presupuesto municipal. Si bien, estos procesos precisan de una nueva cultura política, más inclusiva, más relacional. De ahí sus límites, la vulnerabilidad de las experiencias, y sus desiguales resultados.

    In the first decade of the XXI century the development in democratic innovations in the local scope have been prominent. Certainly, the most emblematic of these innovations is the Participative Budget, a process in which citizens have the opportunity to directly influence the municipal budget. However, these processes require a new political culture, more inclusive, more relational. Hence, these are the limits of the Participative Budget, the vulnerability of the experiences and their varying results.
