Más allá de los límites municipales, ¿es posible una gestión turística compartida?: una aproximación a l'Horta Sud

    La delicada situación económica de las Administraciones Públicas impulsa acciones de desarrollo, contrarias a la realidad de sus municipios obviando las condiciones del destino. La coordinación de los aspectos territoriales, las distintas planificaciones locales y el uso razonado de espacios, puede ser la solución para los municipios que desean contar con una actividad sostenible ambiental, económica y socialmente como el turismo. La planificación territorial, basada en los principios de la buena gobernanza es el ámbito adecuado para la práctica de estas actividades que bien gestionadas y cohesionadas, podrían unir la Mancomunidad de L¿Horta Sud, localizada en la Comunidad Valenciana en España, en base a una Red Intermunicipal de Turismo.

    El tema central de este estudio es la utilización del suelo por parte de las actividades turísticas. Por otro lado, la necesidad de desarrollar un sector económico y sostenible en base a una utilización coherente del suelo y la calidad de vida de sus habitantes, da paso a la hipótesis de este estudio, ¿Es posible la creación de un ente supra municipal que gestione la actividad turística en L¿Horta Sud¿ Esta hipótesis se justifica en base al estudio iniciado en el artículo: Visión supra municipal para la implementación de acciones turísticas: el caso de Paiporta, (Pimentel, D. 2013) El objetivo es valorar la posibilidad de la implementación de una Red Intermunicipal de Turismo en la Mancomunidad de L¿Horta Sud, y si los municipios que la compondrían estarían de acuerdo en esta cooperación y coordinación entre las diferentes administraciones municipales.

    Como conclusiones se busca contestar si es necesaria la coordinación territorial de la política sectorial y la coordinación de las planificaciones locales en la Mancomunidad, teniendo en el turismo uno de los puntos claves en el establecimiento de relaciones de sinergia entre los municipios, para la mejora del actual marco económico.

    The delicate economic situation of the Public Administrations drives development activities opposite to the reality of its counties omitting the conditions of destiny. The coordination of the territorial aspects, the different local planning and the reasonable use of land can be the solution for the counties that wish to have a social, economic and environmental sustainable development like tourism. The territorial planning based on the principles of good governance is the suitable environment for the practice of these activities that well managed could join together the Community of L´Horta Sud, situated in the Comunidad Valenciana in Spain, based on an inter-county network of Tourism.

    The main theme of this study is the use of the land by the touristic activities. On the other hand, the need to develop a sustainable and economic sector based on a coherent use of the land and the quality of life of its residents, leading to the theory of this study; "It is possible to create a supra-county entity to manage the touristic activity in L´Horta Sud".

    This theory can justify this study initiated in the article: "Supra-county vision for the implementation of touristic actions:

    The Paiporta case" (Pimentel, D. 2013).

    The main goal is to evaluate the possibility to implement an Inter-county Network of Tourism in the Community of L´Horta Sud and if the counties that would be composed of, would agree in this cooperation and coordination between the different county administrations. In conclusion, it tries to answer if it is necessary the territorial coordination of the sectorial politics and the coordination of the local planning of the Community, considering tourism one of the key points in the establishment of synergy relationships between the counties for the improvement of the actual economic framework.
