Resumen de Efeitos dos fundos estrutarais na regiao norte de Portugal e da Galiza em Espanha: Uma comparaçao

  Os fundos estruturais e de coesão constituem o principal instrumento da política de coesão da União Europeia (UE), cujo objectivo primordial é promover o desenvolvimento estrutural das regiões menos favorecidas pelo investimento em factores produtivos determinantes, nomeadamente em infra-estruturas, capital humano, tecnologia, bem como incentivos à actividade empresarial. De facto, estas têm sido as áreas prioritárias dos investimentos financiados pelos fundos estruturais na medida em que estes factores têm sido considerados, pela teoria económica, como determinantes para o crescimento e redução das disparidades entre as regiões.

  Desde a adesão dos respectivos países, a região Norte de Portugal e a região da Galiza em Espanha são duas regiões periféricas que têm beneficiando de importantes e significativos recursos financeiros a título dos fundos estruturais e de coesão. Dada a relevância que estes fundos assumem, a diferentes níveis, a análise e avaliação dos seus impactos tornase fundamental. Assim, o objectivo fundamental deste trabalho é analisar e comparar, para o período 1986-2001, os seus efeitos sobre a produção, procura de trabalho e acumulação de capital nestas duas regiões vizinhas.

  The structural and cohesion funds are the main instruments of the European Union (EU) cohesion policy, and its main goal is to promote the structural development of disadvantaged regions by the investment in productive factors, such as infrastructure, human capital, technology, and incentives for business activity. Indeed, these have been priority areas for investments financed by the structural funds because they have been considered, by economic theory, as key factors for economic growth and reduction of disparities between regions.

  Since the accession of their countries, the North region of Portugal and the Galicia region in Spain are two peripheral regions which have benefited from these resources. Given the relevance of these funds, at different levels, the analysis and evaluation of their impacts becomes fundamental. Therefore, the main purpose of this work is to analyze and compare, for the 1986-2001 period, the impact of funding on production, demand for labor and capital accumulation, in these two neighboring regions.
