  • The article views the co-financing agreement of the Asia Development Bank (ADB) with Kazakhstan as a sign of the change in how ADB works with its member states and a shift of Kazakhstan towards Asia. A provision of the accord calls for ADB to manage a 5.5 billion dollar withdrawal from its National Fund. The stated purposes of the withdrawal are to support small-and medium-sized enterprises (SME), industrial policy and the banking sector in Kazakhstan.
