El propósito de la presente investigación es analizar cómo puede el inversor o gerente de inversiones de la pequeña y mediana empresa adaptarse frente al sistema financiero venezolano a los innumerables instrumentos normativos y legales, permitiendo que las mismas crezcan significativamente y contribuyan al progreso económico y social del país. A pesar de que en la actualidad las PYMES tienen un fuerte impacto en la economía, estas se enfrentar a una serie de problemas que obstaculizan su desarrollo y crecimiento económico, especialmente financieros. Es precisamente el objetivo de esta investigación poder determinar cuáles son las instituciones, organismos, leyes y procedimientos a los cuales deben enfrentarse los actuales gerentes de inversión dentro de las pequeñas y medianas empresas venezolana. Entre las conclusiones del estudio, como parte de los objetivos específicos trazados, se alcanzó a referir que el Estado posee en la materia, procesos burocráticos y políticos con un manejo poco adecuado para este tipo de empresas. Como parte de las recomendaciones se encuentran: crear un plan estratégico aplicado a las PYMES con el fin de estimular el crecimiento económico y la integración al Sistema Financiero nacional.

The intention of the investigation is how the investor or investment manager of small cans and medium enterprises adapt against Venezuelan financial system to the many legal and regulatory instruments, allowing them to grow significantly and that this growth contributes to economic growth and social development. Although SMEs now have a strong impact on our economy, they will face a number of problems that hinder their development and economic growth, especially financial. It is precisely the objective of this research to determine which institutions, agencies, laws and procedures which must meet the current investment managers in small and medium enterprises in Venezuela. The findings of the study as part of the specific objectives outlined was reached to refer that there is an inadequate functioning of the State and the poor support mechanisms generate a loss of time and cost overruns. As part of the recommendations include creating a strategic plan applied to SMEs in order to stimulate economic growth and integration into the national financial system.
