    Este ensayo desarrolla un análisis de los problemas que presentaba el sistema de gobierno, tal como era diseñado por la Constitución de 1979. Luego, analiza las reformas introducidas al mismo por la nueva Constitución. Finalmente, apunta algunas conclusiones que evalúan las bondades y limitaciones de ésta, e indica la agenda constitucional pendiente de desarrollo legal.

    This essay looks at the drawbacks of the system of government that carne with the 1979 Constitution. It then proceeds to analyze the reforms introduced by the new Constitution. Finally, the author presents a number of conclusions as to its benefits and limitations, and describes legal plans for complementing the constitutional dispositions.
