The article presents a new model to competitiveness educational evaluation in local level, with the purpose to identified new opportunities of academic programs and improves their impact. The research was divided in three stages, 1) Review from evaluation models about competitiveness; 2) Methodological description of Comparative Advantage Revealed Index CARI model and 3) CARI model application in southwestern of Guanajuato States cities. The research reflects a competitiveness similitude but a discrepancy in level students from the cities.
