Continuing previous work on the Culture of Innovation in Guanajuato state enterprises, this paper aims to create, validate and implement a tool to obtain the innovation potential of SMEs profile and consists of three stages: instrument design, implementation, validation and diffusion. Its application to sample of 200 SMEs in the state of Guanajuato in the industrial sector is intended for different spins. Validated instrument will be broadcast as an important entrepreneurs of SMEs clearly aware of their strengths and areas of opportunity to guide them towards a culture of innovation that contributes to increased productivity and competitiveness tool. This document provides a brief summary of the previous study and the project that gives continuity.
