    Have the successive cohabitation periods reasserted the power of Parliament ? While the founders, actors and observers of the Fifth Republic stress with pleasure and malice the decline of Parliament, has the reversal of the political balance of forces within the executive branch put an end to the lifelessness of the Palais-Bourbon and the Palais du Luxembourg ? The system of cohabitation finds its origin in the Assembly. Then the political and institutional mechanisms resume their natural course.

    Les cohabitations ont-elles revalorisé le rôle du Parlement ? Dans une Ve République dont tous les acteurs, auteurs et observateurs soulignent, avec plaisir et malice, le déclin du Parlement, l’inversion des rapports de forces politiques au sein de l’exécutif a-t-elle mis un terme à l’atonie du Palais- Bourbon et du palais du Luxembourg ? La cohabitation trouve son acte de naissance au Palais-Bourbon. Ensuite, les logiques constitutionnelles et politiques retrouvent leurs cheminements naturels.
