    • This paper draws upon the findings of a three year study into infrastructure planning in local practice in England. Focusing primarily upon the North West region, and involving direct consultation with practitioners, the research evaluates the collaborative capability that exists between local authority planners, the Environment Agency, United Utilities PLC and the Highways Agency. The exercise helps to cut through some of the misconceptions surrounding the actions of public sector, government and business sector workers and provides important insights into the role and future potential for key water and transport infrastructure providers to contribute effectively to national infrastructure planning via the local planning framework.
