    L'allotjament digne és un concepte bàsic d'un model de societat que busca la cohesió i la justícia social, que vol garantir la diversitat i la convivència i que parteix de l'equilibri territorial com a element bàsic per a la construcció i transformació de la ciutat. Ara bé, ja sigui per l'estructura de la nostra societat o pels desequilibris socials de la mateixa, és evident que alguns ciutadans poden gaudir plenament d'aquest dret mentre que per altres és gairebé impossible d'assolir. Crec que hem de tenir plena consciència del paper i la funció social de l'habitatge més enllà del que significa en termes econòmics. Ens cal defensar l'habitatge com un mercat d'ús, no com un mercat financer. I, per tant, és evident que cal replantejar la política d'habitatge, el propi concepte de l'habitatge social i el concepte de mobilitat residencial.

    Aquest text vull apuntar una sèrie de reflexions per considerar el problema de l'habitatge com un principi de prioritat social i que ens porten a posar en crisi el perquè i el com de l'habitatge protegit tal com l'hem concebut fins ara, per el que és necessària una política activa i pressupostaria per part de l'administració pública que, sota un nou títol que superi el concepte d'habitatge protegit tradicional, doni una resposta proactiva al problema de l'accés a l'habitatge.

    Dignified housing is a basic concept of a model of society seeking for cohesion and social justice, which wants to ensure diversity and living together and the territorial balance as a basic element for the construction and transformation of the city. So, either the structure of our society or social imbalances it is clear that some citizens can fully enjoy this right while is almost impossible to achieve for others. I think that we have to be fully aware of the role and social function of housing beyond the meaning in economic terms. We must defend housing as a market of use, not as a financial market. And, therefore, it is clear that we must rethink housing policy and the concepts of social housing and residential mobility.This paper wants to point out some thoughts to consider the problem of housing as a principle of social priority highlighting why and how public housing as we have conceived so far, and why is required active and budget policies by the public administration under a new title that overcome the traditional concept of official protection housing, and provide a proactive response to the problem of access to housing.
