    The article surveys the various stages of the development of the Indian Union since 1950. It highlights the original features of a system characterized at once by unifying tendencies and an extreme flexibility.

    The author tries to show how the dominant position of the Congress Party has long favored centralization and prevented the implementation of decentralizing reforms, and how the recent regionalization of politics has helped to give these reforms a new vitality.

    Cet article retrace les principales étapes de l’histoire de la fédération indienne depuis 1950. Il s’attache à faire apparaître l’originalité d’un système caractérisé à la fois par des tendances unitaires et une extrême flexibilité.

    L’auteur s’efforce en particulier de montrer en quoi la position dominante du parti du Congrès a longtemps favorisé la centralisation et entravé l’application de réformes décentralisatrices, puis comment la régionalisation récente du jeu politique leur a donné un nouvel élan.
