Resumen de Inversiones en infraestructuras del sector hidráulico

  Este escrito presenta las singularidades de la gestión del agua en España, especialmente ante eventos hídricos extremos (sequías y avenidas). Para atender las demandas de agua, las irregularidades de este recurso han obligado al actual uso intensivo de recursos convencionales y a varios trasvases. Para ello, se han seguido políticas hidráulicas con fuertes inversiones, principalmente por las múltiples administraciones responsables. Las circunstancias presentes motivan una reconsideración de las políticas aplicadas, actualmente en fase inicial. El problema principal del sector (supuesta la estabilidad futura de demandas y recursos) es la deficiente calidad de las aguas. En consecuencia, los limitados fondos públicos se deberán dirigir prioritariamente a los Planes de Depuración; también a concluir otras actuaciones en ejecución, especialmente la plena operatividad de las desalinizadoras del litoral mediterráneo. También se deberá reformar el régimen económico-financiero vigente, con mayor recuperación del coste de los servicios del agua. Las administraciones implicadas en la gestión del agua deberán concentrar sus esfuerzos en la explotación, conservación y modernización de las infraestructuras hidráulicas. Finalmente, procede ensanchar la participación financiera del sector privado en las inversiones hidráulicas.

  This article describes the peculiarities of water management system in Spain, particularly with respect to extreme waterrelated weather events (droughts and floods). In order to meet water demand and in view of the irregularities of this resource, it is currently necessary to make heavy demands on conventional resources and various water transfers. This has required water policies with heavy investment, particularly by the many different authorities involved. The present circumstances have given rise to a reconsideration of these policies that is currently in its initial stage. The main problem of the sector (while ensuring the future stability of demand and resources) is the poor quality of the water. As such, the limited public funds should primarily be allocated to Water Treatment Plans; together with the conclusion of other actions already underway and particularly with respect to the full operation of the desalination plants on the Mediterranean coastline. It is also necessary to modify the current economicfinancial system to allow a greater recovery of the cost of water services. The authorities involved in water management should focus their efforts on the operation, conservation and modernisation of water infrastructure. It is also necessary to broaden the financial participation of the private sector in water investment.
