Resumen de Disolución entre lo público y lo privado: Elementos epistemológicos para fundamentar un nuevo paradigma de Gerencia Pública
The classic theory of the administration promoted by Taylor, Fayol and Mayo, used originally for the corporate field, it is been evolving and marks the pattern for structure in a practice of a new model that furthermore diversified the role of the governmental organization in the legal participation of the private initiative, also has modified the rationality of the social service, in this way the different political sectors that at the beginning accomplish the educational, health and security public functions, now these days operate with a hybrid paradigm of public and corporate administration. It is constantly common that the strategic planning, and the total quality and benchmarking define the planning, operation and evaluation of the Mexican public institutions.
In the theoretical term the document review and the critic analyze, allows identifying an epistemological problem. From this point of view some aspects are propose and should be considered to create a new paradigm where more than the public and private equally of their purpose the organizations optimize their resources give a clear account and be govern by the economies, offering services and products of quality determined by the users and the more transcendent, made the functions in benefit of society.
