    • Originally, explanation systems were developed in the context of expert systems and artificial intelligence, where they are used to elucidate the conclusions reached by the system. Similarly, the results of decision support systems can be better understood if they are explained in natural language. This is of special importance for evaluations in the context of e-participation, because many persons with different educational or professional background need to comprehend the conclusions of consultation and decision processes. In this chapter, the application of an explanation system as an add-on to decision support systems based upon multi-attribute utility theory is described. They can ensure the transparency especially of participatory decision processes where many stakeholders bring in different viewpoints and types of expertise. A case study from emergency response and management is given to illustrate its suitability.
