    Nul ne remet en cause l’importance prise par l’économie comme champ majeur de l’activité diplomatique. On peut y voir la simple extension des actions extérieures des États qui restent les agents structurants du système international. Mais on peut, à l’inverse, souligner la montée du pouvoir relatif des acteurs économiques privés et étendre la définition de la diplomatie économique au triangle des relations États-États, États-firmes et firmesfirmes.

    C’est au coeur de ce triangle que doivent et peuvent se négocier les trois problèmes de l’économie politique globale : l’absence de régulation de la finance internationale, la criminalisation de l’économie mondiale et le manque d’éthique économique internationale.

    Nobody denies the importance taken by the economy as a major domain of diplomatic activity. One could see in this development simply the extension of the foreign actions of the states which remain the leading agents of the international system. But one could, conversely, stress the rise of the relative power of private economic agents and therefore extend the definition of economic diplomacy to a new triangular pattern of relationships, namely state-state, state-corporations and corporations-corporations. It is within this triangle that the three problems of the global political economy must and can be negociated :

    the lack of regulation of international finance ; the criminalization of the world economy and the lack of ethical guidelines in international economic relations.
