  • South Africa has been the scene of a major experiment in land use planning on a racial basis. The programme is now recognized to have failed. However, the structures built up during the segregationist, apartheid era are substantial and are not likely to be easily eradicated. An appreciation of the era is therefore essential for any new planning initiatives.
