  • This paper addresses the relationship between universities, government and industry in the context of the state of Querétaro through a reflection of a series of interviews with leading figures in the field. The views expressed by respondents, and analyzed using qualitative software, agree on the problems affecting the relationship between the protagonists of the triple helix as lack of communication, knowledge, confidence and bring the parties. In this research we can conclude that the model of the triple helix is confined to a social phenomenon, where the key elements of the process is people, relationships between them, their context and environment.
