  • This paper is an abridged version of the chapter extracted wrote for the book entitled: Freedoms and Political Participation: Challenges for democratic consolidation in Guanajuato, a collective work of the Academic edition: "Democracy, Civil Society and International Politics" Division law, Politics and Government, University of Guanajuato, Guanajuato Campus. In this study, I proceed to an empirical analysis of 'religious freedom' in the making in the city state to arrive at a theoretical construct through which explain how the city of Guanajuato is embarking on a dynamic transformation traditional values. I interpret this as a positive sign that a positive impact on the process of consolidation of democracy in the state. The great argument I develop in full in this paper has to do with the idea that "I could not have consolidated democracy without taking account of the values that mark the company itself as well as the recognition and acceptance of the 'differences' (Walzer, 1993) conditio sine qua non for the development of pluralism that all liberal democratic regime must safeguard'.
