  • This essay discusses diplomatic relations between the United States, the Soviet Union, and West Germany regarding the unification of Germany regarding the role of the North Atlantic Treaty Organization (NATO) in Europe. It is adapted from the book "1989: The Struggle to Create Post-Cold War Europe," by Mary Elise Sarotte. It explores whether the U.S. promised to limit membership in NATO to Western European countries and exclude East Germany.
