    • This article looks at the UK's housing policy and the trend towards transferring the burden of providing �affordable� housing from the public to the private sector. Post-war housing policy has tended to be �tenure neutral�, with land being allocated for housing through the planning system, but no distinction being made as to its tenure. However, there is now a move away from neutral policies. This article argues that this shift in the burden of provision from the state to the individual and private market does not lead to a more efficient system of housing and goes on to look at what control the planning system can have over tenure and housing stocks.
