  • Many countries have adopted agrarian reform programmes which distinguish between the intensification of farming through technical change and land reform. Yet both come within agrarian reform and they should be seen as complementary to each other rather than as alternatives. This article addresses the implications of Turkish agrarian reform for the Southeast Anatolia Project (GAP). GAP is the fourth largest irrigation project In the world and its long-term objective is to reduce regional disparity by developing the Southeast. The agrarian structure of Southeast Anatolia and the government's past and present policies towards agriculture may Influence GAP's potential success.
