    La justicia electoral en el Estado mexicano ha sido analizada principalmente a la luz de marcos institucionales, legales y estructurales como parte del sistema político en general. Reviste trascendental importancia que estos análisis integren la percepción y opiniones de la ciudadanía, que es la esencia de todo sistema político y electoral, así como el sustento de la democracia representativa. El presente trabajo es un estudio exploratorio que indaga en las percepciones y opiniones que tienen los ciudadanos del estado de Nuevo León acerca de la justicia electoral desde tres enfoques: el sistema legal, la representación y la participación. El objeto de reflexión y análisis es, por tanto, el ciudadano, por considerarlo eje central de una democracia representativa y en consolidación. De no ser así, justicia electoral, ¿para qué y para quién?

    The Mexican system of electoral controversies to achieve electoral justice has been mainly analyzed as part of the general political system, from institutional, legal and structural standpoints. However, it is imperative that these analyses account as well for the perceptions and opinions of the citizens, which are the essence of the entire political-electoral system and the basis of democratic representation. This paper aims to explore the perceptions and opinions of the citizens in the state of Nuevo Leon regarding the system of electoral justice from three perspectives: legal system, po-litical representation and citizen�s participation. The center of the analysis is, therefore, the citizen, who is the central axis of a representative democracy and not only system of electoral justice. If not, what does it serve and for whom?
