La necesidad de configurar un Gobierno y una Administración más abierta a la ciudadanía, así como más diligente, responsable y eficaz, constituye un debate de primer orden en el contexto actual, tanto a nivel institucional como académico. El legislador, asumiendo este reto, está impulsando en los últimos años diversas medidas tendentes a generar un modelo de buen gobierno. El presente informe pretende reflexionar sobre los aspectos más importantes de este nuevo régimen jurídico, presentando un análisis crítico sobre diversas cuestiones ligadas al buen gobierno.

The need to form a Government and an Administration more opened the citizenship, as well as more diligent, responsible and effective, constitutes a question of the first order in the current context, so much to institutional as academic level. The legislator, assuming this challenge, there has stimulated in the last times diverse measures tending to generate a model of good government. The formless present tries to think about the most important aspects of this new juridical regime, presenting a critical analysis on diverse questions tied to the good government.
