    El federalismo mexicano de haber sido recurso discursivo finalmente se hizo coincidente al modelo norteamericano. De los años setenta y noventa del siglo XX destacaron: la reforma electoral de 1977, el cambio del Estado hacia el neoliberalismo y la reforma judicial. Se creó un federalismo funcional que vino a organizar al Estado y al gobierno en los niveles federal, estatal y municipal, a través de dos acciones: a) competitividad en los procesos electorales y b) transformación sistemática por reformas constitucionales para un Estado Constitucional de derecho, que distribuye poderes entre Federación, Estados y diversos órganos y soluciona los conflictos entre poderes la Suprema Corte de Justicia de la Nación. El federalismo mexicano fue recurso político del pri oposición.

    Mexican federalism has finally become a discursive resource matching the American model. In the seventies and nineties of the twentieth century highlighted: the electoral reform of 1977, changing the state to neo-liberalism and judicial reform.

    A functional federalism came to organize the state and government at the federal state and municipal levels were created through two actions: a) competitiveness in elections b) systematic transformation for constitutional reforms to a legitimate rule of law, which distributes powers between the Federation, States and various organs and solves conflicts between powers’ Supreme Court of Justice.
