    This article analyzes official statistical data of Brazil to show the double feature of how unfair the Brazilian educational system is: the regional, between the North and the South, and the structural, between the public and the private. It relates the regional inequality in the historical-social process of the bourgeoisie revolution in the country; and the structural, to the nature of the world capitalist society. Based on these presupposed data, statistical and historical, it concludes that the flags raised by a public school of effective quality depend on the political options that started with the acknowledgement of the classist and hierarchical nature of the educational system and end with the political movements of overcoming this historical nature.

    O artigo analisa dados estatísticos de indicadores oficiais do Brasil para demonstrar o duplo caráter da desigualdade do sistema educacional brasileiro: o regional, entre o Norte e o Sul, e o estrutural, entre o público e o privado. Relaciona a desigualdade regional ao processo histórico-social da revolução burguesa no país; e o estrutural, à própria natureza da sociedade capitalista mundial. Com base nesses pressupostos, estatístico e histórico, conclui que as bandeiras levantadas por uma escola pública de efetiva qualidade dependem de opções políticas, que começam com o reconhecimento da natureza classista e hierárquica do sistema educacional e terminam com movimentos políticos de superação dessa natureza histórica.
